This is a status effect. You can't move at all and the game doesn't respond to your commands; you can't attack, place blocks, or even open your inventory! Whenever Slowness 7 or higher would be applied, this replaces it.

Stun is a short way to say "paralysis for a short duration". Stun is 4 seconds of paralysis.
